Executive Vice President and Chief Operating Officer
Chuck is a transformational senior executive, creating organizational capability, delivering achievement, and providing strategic vision to enterprises and the people who drive it. He possesses unique experience and skill integrating operations and finance into a winning approach to customer service and revenue. Chuck has twenty-plus years of experience boldly leading organizations with multi-million dollar budgets and multi-site operations, across start-ups, mid-sized and large companies. He excels at building, motivating and mentoring high-performing teams through positive leadership and a passion for excellence.
At Advocare, Chuck has built and led a shared services management team from the ground-up to support our practices, including Human Resources, Finance, Legal, Practice Operations, Marketing, Information Technology and more. He has played a significant role in spearheading Advocare’s growth to a 600+ multi-specialty provider organization.
Prior to Advocare, Chuck held various executive-level roles in the healthcare sector, including US Dermatology, Corinthian Health Companies, and ProMedCo Medical Management.
Chuck holds an Executive Master of Business Administration degree with a concentration in Business and General Management, along with a Bachelor of Business Administration degree with a concentration in Accounting. Both degrees are from The University of Texas at Austin.
Chief Financial Officer
Todd brings a wealth of financial acumen and experience in developing and overseeing corporate financial policies. His expertise includes developing and implementing financial controls, financial analysis of new markets, reporting compliance, and cost reduction initiatives.
Todd leads Advocare’s Finance, Accounting and Revenue Cycle Management teams in execution of the company’s internal financial policies. His teams work closely with current Care Centers/Practices on proper financial management and reporting and provides financial analyses and projections to prospective new Care Centers interested in joining Advocare. Todd’s expertise has contributed significantly to increased revenue and profitability of Advocare’s individual Care Centers and the organization.
Todd’s prior experience includes financial leadership roles at Continuum Health Alliance, InfoLogix, Cigna and Jones Apparel Group. He has a Bachelor of Science degree from La Salle University, with a concentration in Accounting.
Chief Legal Officer and General Counsel
Cindy M. Perr, Esq., is Advocare’s Chief Legal Officer and General Counsel, reporting directly to President and CEO Howard Orel, M.D.
She is a core member of Advocare’s management team and responsible for all legal affairs across the company. She provides counsel and advice to the senior management team, Executive Council and Board of Managers, and contributes to strategic discussions and decision-making. She manages and leads the Legal, Compliance and Risk Management/Quality/Patient Safety Departments.
Ms. Perr’s last position was as Assistant Vice President of Legal Affairs and Deputy General Counsel for Lourdes Health System (part of Trinity Health System). As General Counsel at Lourdes, Ms. Perr was responsible for all legal matters affecting three acute care hospitals and its subsidiaries and more than 100 physician practices located in Southern and Central New Jersey. She provided legal and strategic advice to the board, the executive team, the medical staff and all department leaders.
Prior to joining Lourdes, she served as a Compliance Officer and Assistant General Counsel in a community hospital. Before becoming an in-house attorney, Ms. Perr engaged in private practice in a regional law firm where she represented acute care hospitals, skilled nursing facilities, home health agencies, adult medical day care programs and physicians with respect to state and federal regulatory compliance matters, civil litigation, administrative appeals and transactional health law matters.
Ms. Perr received her law degree from Rutgers-Camden School of Law and her undergraduate degree from Douglass College. She resides in Medford, New Jersey.
Chief Information Officer
Ed is an IT Professional with over 10 years of experience leading teams, launching new technologies, and managing complex IT projects. Throughout his career, Ed has overseen datacenter operations, corporate helpdesks, networks, data storage and cloud applications, for clinical, business and academic systems.
At Advocare, Ed leads an Information Services Department serving over 2,500 employees and 600+ healthcare providers. His team is responsible for the delivery of all IT services to nearly 200 Advocare Care Center offices. One of Ed’s key initiatives includes the implementation of an electronic health record (EHR) platform that allows Advocare patients to access their healthcare records via a secure Internet site and mobile app.
Prior to Advocare, Ed held various IT roles with Jefferson University Hospital and Kennedy Health. Ed holds a Master of Business Administration degree from Saint Joseph’s University, including certification in the University’s Leadership Development Program. He also has a Bachelor’s degree in Information Technology from Thomas Edison State University. He maintains the Project Management Professional certification and is a Certified Information Systems Security Professional.
Chief of Payer Relations and Population Health
DeWayne is a results-oriented health care executive with expertise in valued based contracting, network strategy and development, population health management, finance, and operations. He has extensive experience in building, developing and leading teams responsible for business growth and the implementation of strategic initiatives.
At Advocare, DeWayne is responsible for Payor Relations and Population Health. Payor Relations responsibilities include the negotiation, oversight, and management of all Advocare contractual relationships with Payors. Population Health responsibilities include collaboration with Advocare’s physician leaders to identify, implement and manage programs that improve quality and manage the overall cost of care.
Prior to joining Advocare, DeWayne served as Vice President of Provider Network and Population Health at EmblemHealth in New York. He also spent twenty years with Aetna in various roles including Executive Director for ACO Strategy and Operations, VP for National Medicare Network and Director of Finance for Aetna Medicare.
DeWayne has a bachelor’s degree in Economics and Business Administration from Bethel College and a master’s in Management from Friends University.
Vice President of Practice Operations
With over 10 years of healthcare management experience, Matthew has a strong background in various areas, including Finance, Information Technology and Practice Management.
During his tenure at Advocare, Matthew has supported several critical initiatives, including the transition to eClinicalWorks electronic health record, Microsoft O365, and new Purchasing Contracts. His key responsibilities include oversight of Market Development, Implementation and eClinicalWorks Training Departments, while also providing support to the Practice Liaison Team.
Matthew holds a Bachelor of Business Administration degree from Grand Canyon University, and he recently earned his Master of Healthcare Administration from Drexel University, to support his passion for making a positive impact on Advocare’s healthcare delivery system.
Vice President of Human Resources
Susan is an influential Human Resources leader, accomplished at aligning talent with business strategy. Her ability to think through complexities and deliver innovative, scalable solutions to talent acquisition, leadership development, and organizational capability has been instrumental in organization growth. Throughout her career, Susan has been a trusted advisor to executives, management and employees.
Susan is responsible for Advocare’s strategic and tactical human resource functions for our Home Office and nearly 200 Care Center/Practice locations, for over 2,500 employees. Her scope ranges from sourcing and recruiting candidates, on-boarding, benefits, compliance, and employee relations, to more strategic functions, including learning and development and organizational structure.
Prior to Advocare, Susan held executive-level Human Resources roles at Edmund Optics and Flagship Resort. She is an active member in the HR community and a member of the Society of Human Resources Management. She was a 2017 HR Person of the Year nominee. Susan graduated with high honors from Rutgers University.
Vice President of Risk Management, Quality and Patient Safety
Jeremy is a veteran of creating and implementing effective risk management approaches in organizations ranging from small emergency medical service providers to complex healthcare systems consisting of multiple hospitals and outpatient practices. His accomplishments include achieving a 60% reduction in serious preventable harm events across a health system and raising a health system’s Leapfrog Safety Grade from a B to an A.
Jeremy is responsible for developing and leading Advocare’s efforts to anticipate, minimize, and avoid the financial impact of occurrences which may adversely impact the organization.
Jeremy has earned a number of professional designations, including: Associate in Risk Management (ARM), Associate in Claims (AIC), Certified Professional Healthcare Risk Manger (CPHRM), and Certified Professional in Patient Safety (CPPS). He has presented healthcare risk and patient safety topics at both local and national conferences and is constantly expanding his knowledge in these areas. Jeremy holds a Bachelor of Science degree in Business Administration from Elizabethtown College.
